Instructions
- Preheat your oven to 350°F (175°C) and prepare three 9-inch round cake pans.
- In a mixing bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt.
- Add eggs, milk, oil, and vanilla to the dry ingredients, beating until smooth.
- Stir in boiling water and fold in chocolate chips.
- Divide batter among the pans and bake for 30-35 minutes. Cool in pans for 10 minutes.
- For frosting, whip heavy cream and powdered sugar, then mix in melted chocolate.
- Once cooled, stack layers with frosting in between and frost the top and sides.
